I/ Summary

According to DNRT sources, on the eve of the 10 September demonstrations, more than 600 public actions are planned across the country. While the majority will consist of static gatherings or marches, around 150 could lead to blockades. These may target strategic sites, including motorways, shopping centres, oil depots and refineries, international airports, railway stations and tracks, bus depots and logistics platforms.

The public demonstrations could attract anywhere from a few participants to several hundred or even thousands. Damage could be perpetrated on the fringes of certain marches.

Iconic sites, bank branches, major retail chains and establishments linked to the usual targets of the far left (electricity, oil, gas, chemicals, agribusiness, defence industry) could be subject to malicious acts. These offensive actions are likely to cause significant disturbances to public order and paralyse certain activities locally. Occupations of shopping centres and malls and roundabouts, as well as free toll operations, are still being considered. The likelihood of targeting facilities related to electricity and internet (fibre optic) supply remains high.

Particular attention should be paid to events organised in Rennes, Toulouse, Marseille, Montpellier, Nantes, Metz, Strasbourg, Brest, Lille, Nancy, Grenoble, Lyon, Dijon, Rouen, Bordeaux, Clermont-Ferrand, Saint-Étienne, Tours, Angers, Caen, Besançon and Gap, as well as in Paris and the Île-de-France region.

In Muret (31), a gathering is organised at 7 a.m. at the Pigeonnier roundabout on the RD817 (Muret-Nord), before a demonstration in front of the sub-prefecture at 10:30 a.m. on the Allées Niel. Demonstrators from Muret are then expected to join the demonstration in Toulouse, which begins at 2:30 p.m.

Saint-Gaudens (31): a call to demonstrate has been issued for 9 a.m. at the toll booth at exit 18 of the A64 motorway.

Nouvelle Aquitaine

Bordeaux:

  • The meeting point for a demonstration is scheduled for Wednesday 10 September at 10.30 a.m. at Place des Quinconces. Part of the procession may head towards the Prefecture, the Regional Council, etc. A map published online also mentions strategic points on the banks of the Garonne and the Chaban Delmas bridge.

In Pau (64), the demonstration will take place at 2 p.m. at Place de Verdun, but it is specified that a first meeting is scheduled for 5 a.m. in front of the Zénith for ‘targeted actions’. A ‘popular banquet’ is planned to close the day at Place de la Mairie.

In Bayonne (64), traffic is expected to be severely disrupted due to two blockades. The first is planned for 6 a.m. at the Leroy-Merlin Bayonne Sud roundabout. In addition, the CGT is organising a parallel gathering at the same time at the Marcel Dassault roundabout in Anglet, accompanied by a walkout by Dassault Aéronautique employees. The popular gathering is scheduled for 2 p.m. in front of Bayonne Town Hall.

In Périgueux (24), the gathering will take place at 11 a.m. at the public finance centre. Another demonstration will also take place in Bergerac at 10.30 a.m.

The ‘LGV Non merci’ collective has announced that it will join the demonstrators and also block government buildings and construction sites on 10 September.

Regarding tomorrow’s movements, here is what we have been able to gather from surveys conducted with the CFDT, CFTC, Renseignements Territoriaux and various sources (internet, etc.).

  • The unions do not intend to call for blockades tomorrow, reserving themselves for 18/9; this is particularly true for the CFTC and CFDT, although the CGT inter-union group will meet at the old port in Marseille; There may be sporadic operations in Clésud and elsewhere, but these should be brief
  • The RTs confirm that they have received instructions from them to intervene quickly in the event of blockades, particularly at sensitive points
  • As for the ‘citizen collectives’, the RTs have only a very vague idea of the operations and their scale

  • CGT Transports (road hauliers, drivers, logistics) are calling for people to join the movement through local general meetings of drivers and logistics warehouses, which suggest blockades of industrial areas (Clésud), depots and logistics platforms, refineries and oil depots (Fos-sur-Mer) to block the movement of tanker trucks; nothing is certain

In Savoie, actions and gatherings are planned in Chambéry and Albertville ‘during the day on the 10th’, with a bicycle demonstration and possibly roundabout blockades. Actions on the Chambéry urban expressway (VRU) or the RN90 in Albertville cannot be ruled out, as well as at toll booths. In Chambéry, a ‘citizens’ assembly’ bringing together around 150 people took place on Friday 5 September in front of the Carré Curial. But according to social media, new assemblies are planned for the morning of Wednesday to confirm the planned actions. Here is what is currently planned for Wednesday 10 September:

  • Chambéry. Procession starting at 6:45 a.m.: bicycle demonstration on Wednesday 10 September from 6:45 a.m. to 2 p.m., meeting at 6:45 a.m. at the Carré Curial (on the square between Cyclable, CinéMalraux and the Manège car park), with a departure at 7 a.m. and then every hour ‘for a colourful, noisy, happy, festive and determined bicycle procession’
  • Chambéry. Carrefour blockade starting at 7:30 a.m.: gathering on Wednesday, 10 September, starting at 7:30 a.m. in the King Jouet car park in Chamnord, with a view to blockading the Carrefour Chamnord shopping centre
  • Chambéry. Trade union demonstration at 2 p.m.: an inter-union group (CGT, FSU, Solidaires, Union Etudiante) will take part in a march and demonstration on Wednesday 10 September at 2 p.m. in Chambéry, starting from the Place du Palais de Justice. A ‘citizens’ assembly’ is planned to follow at 6 p.m. at the Place du Palais de Justice to organise the next steps in the movement.
  • Albertville. Gathering at the Penitentiary at 8 a.m.: action announced for Wednesday, 10 September, starting at 8 a.m. in the car park of the Penitentiary in Albertville. A gathering is also planned for 2 p.m. in front of Albertville Town Hall, followed by a ‘citizens’ assembly’.

In Haute-Savoie

  • . Occupation of roundabout and blockade of high school starting at 7:30 a.m.: following a ‘citizens’ assembly’ held on Monday evening, a gathering is planned for Wednesday 10 September from 7.30am in Annecy on the roundabout in front of the Banque de France, not far from the Gabriel Fauré secondary school. The students plan to block the entrance to their school
  • Annecy. Rally near Burger King starting at 7:30 a.m.: a call for a rally on Wednesday, 10 September, at the Croisée roundabout, a site designated by the ‘former’ yellow vests (this roundabout was blocked during the yellow vest movement). There was also talk of making the Annecy hospital car park free (the CHANGE).
  • Sallanches. Morning gathering at the Europe roundabout: the CGT is calling for a gathering on Wednesday 10 September from 8 a.m. in front of the PMB (Pays du Mont-Blanc community of municipalities) premises, at the Europe roundabout in Sallanches, for a leaflet distribution and a ‘citizens’ assembly’ to determine the actions to be taken on the day.
  • Annecy. Gathering in the afternoon in front of the town hall: in Haute-Savoie, a union coalition is calling for gatherings on Wednesday 10 September at 2pm in front of the Annecy town hall, and at 5.30pm at Place des Arts in Thonon-les-Bains.

In Lyon and the Rhône

In the Lyon metropolitan area, protesters will gather at 6.30pm on Place des Archives, from 7pm on the Feyssine roundabout, at 8 a.m. in front of the Edouard-Herriot hospital, at noon on Place Guichard and at 6 p.m. on Place du Marché des Etats-Unis.

In Villeurbanne, a militant fair is also planned at the Charpennes metro station from 11 a.m. to 5 p.m., not to mention a bicycle rally at 10 a.m. on Rue Raymond Terracher and workshops/ snack workshops at Place Grand Clément from 3pm to 7pm.

Blockades are also planned in Francheville and Givors. The inter-union group plans to set up picket lines in front of the Feyzin refinery (at 9am) and the Arkema factory in Oullins-Pierre-Bénite (at 10am).

In the Rhône region, L’Arbresle, Tarare (9 a.m. in front of the JB Martin building) and Villefranche are also expected to be affected by the movement.

In the Loire

In Saint-Etienne, the meeting point is at 8:30 a.m. on the forecourt of Châteaucreux station. Some will be there from 6 a.m. to support the striking railway workers.

The unions are calling for a rally at 3pm in front of the Bourse du Travail and plan to march to the town hall to defend pensions, the climate and public services.

A demonstration by the inter-union group is also planned in Roanne, starting at 10.30am and linking the courthouse to the sub-prefecture.

Activists from ‘Bloquons tout’ (Let’s block everything) also plan to gather in front of the Montbrison sub-prefecture (at 8 a.m.) and in front of the former Saint-Bonnet-le-Château station on Boulevard du Haut-Forez (11 a.m.).

In Haute-Loire

In Haute-Loire, the gathering will begin at 7 a.m. at the Simone Veil high school in Le Puy-en-Velay, as well as at the Limagne roundabout in Brioude, which was occupied by the Yellow Vests in their time.

Protesters in Yssingeaux will meet in front of the sub-prefecture starting at 7:30 a.m. In Le Chambon-sur-Lignon, several shops have announced that they will be closing.

On the union side, FO will hold a general assembly at 8:30 a.m. in front of the Roger-Fourneyron centre in Le Puy-en-Velay, and the CGT is calling for a gathering in front of the Medef headquarters.

In Ain

In Ain, gatherings are planned in Ambérieu-en-Bugey (Place de la Mairie) at 9 a.m., in Saint-Genis-Pouilly (Place de l’Espace Jean-Monnet) and in Oyonnax (at Valexpo) at 10 a.m., in Bourg-en-Bresse (at the Champ de foire, in front of the Amphi cinema) at 2 p.m. and in Belley (in front of the town hall) at 6 p.m.

CGT Educ’Action is also planning morning leafleting campaigns in the Nantua and Plateau d’Hauteville areas, a barbecue for activists between 11 a.m. and 1 p.m. in Hauteville-Lompnes, organised by the local CGT union, and a general meeting for the area at the end of the day in Nantua.

Around midday, a ‘farmer’s counter-burger’ from La Confédération paysanne will be available to taste near the McDonald’s in Burgien at the Carrefour de l’Europe.

Dijon: blockades are planned via snail operations on the ring road, roundabouts and toll booths. Commercial areas such as the Cité internationale de la gastronomie et du vin and the Toison d’or shopping centre could also be targeted.
